Abstract

The curriculum is a fundamental component in the education system as it serves as a guideline for learning planning, implementation, and evaluation. At the elementary school level, curriculum dynamics often present new challenges for teachers and schools, especially with the transition from the 2013 Curriculum to the Merdeka Curriculum. This study aims to examine the problems of curriculum implementation in elementary schools and identify the causes and alternative solutions that can be applied to improve the quality of learning. This study uses a descriptive qualitative method with a literature review approach by examining various references, including books, journals, education policies, and curriculum documents. The results indicate that the main problems in curriculum implementation include inconsistencies in implementation at educational institutions, teachers' lack of understanding, limited facilities and infrastructure, and insufficient technical curriculum training. New assessment policies, such as the elimination of the Minimum Mastery Criteria (KKM) and the use of two types of report cards, have also become administrative obstacles. Identified solutions include improving teacher training, optimizing learning facilities, conducting periodic evaluations, and fostering synergy among schools, the government, teachers, and the community. Thus, the success of curriculum implementation highly depends on the readiness of human resources and sustainable education system support.
